Would have to be a swap, or they would have to modify the protection on their existing obligation. Ironically, this pick debt was first created during the sign-and-trade of Christian Wood to the Rockets (which feels like an eternity ago).

Reading the tea leaves, the Rockets on draft night will be to trade #3 to a team that wants Clingan, potentially trade #3 to a team who wants Risacher, and pick Sheppard. The first two choices will depend entirely on what's being offered. But given that there's so much buzz around teams trading up to 3, I'm guessing there is already an offer the Rockets will take if Clingan's there.
