He was only in the minors because he gave permission, you can't demote a veteran. Maybe the Astros didn't have to start him, but if they had an agreement that he would get a chance when he came back if he went down they can't reneg on that.

Maybe in the world you live in people can just ignore any kind of verbal or handshake agreement, in the professional world it gets around that your word means nothing and ruins a valuable negotiating tool. If he agreed to go down on the condition that he gets a chance when he thinks he's ready they give him that, at least for a little while. They should have just cut him and be done with it, but they didn't. They agreed to the dog and pony show of him "getting his swing together", so now they have to follow through.
