Israel does not target civilians, but if they have an allowance of up to 10 civilians to 1 Hamas militant killed, or 15:1, or 100:1, that ratio is higher than the ratio of civilians killed (intentionally targeted) by Hamas to soldiers killed by Hamas on Oct 7th. Civilians killed and their loved ones rightfully expect not to be targeted in armed conflicts or political conflicts, nor to be collateral damage. It makes no difference to them how they were killed. The civilian survivors around them do care - Hamas intentionally targeting civilians is a terrorist act that causes general fear among all civilians. They also care about the allowance of collateral damage - the intentionally high allowance causes general fear among all civilians.
