If they are Hamas, they aren't civilians. Supported Hamas has no real meaning. That is especially true when they don't feel safe openly criticizing Hamas. If Hamas is the ruling authority of Gaza then it stands that there are a lot of people affiliated with Gaza but they’re not militant but bureaucratic members. The IDF does not care and nor do its most vocal supporters in the West.
