1000% yes. If you can sign Barkley, then target a RB on Day 2, you're pretty much allocating ~$14M to the position while drastically improving it from a talent standpoint. That still leaves you ~$58M to potentially bring in a game-changer in the secondary as well as re-sign your other players and bring in rookies. I do think if we decide to bring in a pass rusher or a LB instead of a DB, it will be difficult fill out the depth on the roster with actual talent, but I'm also not a cap expert.

A 3 year contract is risky at his age, so I'd definitely be looking at snatching the top RB in the draft next year or the following year. Saquon will be on the decline year 3, unless he beats the odds, but those treads might be wearing thin. For RB1 (top-12) production, a shockingly high 85% of peak seasons are from players between the ages of 22-28. For truly elite (250+ PPR points) production, of elite seasons 96.6% take place prior to a player turning 29.
Just because the contract is 3 years, it doesn't mean his guarantee is 3 years. It'll probably only cover 2 years of guarantee money, then they can cut bait and draft a RB in the next few years as his replacement. For Barkley, 3 years "$36 to $38mil" is perfectly fine.
Negotiation is not just asking what he wants. It's finding out how much he'll take to sign with you. I think $12.3M/y is steep with other RBs available. But if YOU would, that is an answer to the question.
