A lot of it obviously depends on how you view Will Levis. If you think he's at least a top 16 QB... they have a top 10 pick, the second-most cap space, and some pieces already in place to build around.
There has been talk about both guys since October when it became obvious the Chargers season would be a failure. They are over the cap by ~$50 million and those two are a huge chunk of the problem. Both are over-the-hill.

We’ll continue to have dialogue here and kind of see where we end up March 14, or before then once we get to the free agency period. “We’ll work through it and see where we end up in March.” … The Texans hold the 23rd pick in this year's draft and are projected to have $57.3 million in cap space, which is the sixth-most in the NFL. When asked if he anticipated the Texans being big spenders, Caserio was non-committal. “We’ll work through it,” he said. “We’re going to talk to all of our free agents. Free agency is all about the market, the representative, what they think the market is going to look like, what are their other opportunities. We’ll look at everything.” Regardless, the Texans plan to stick to what made them successful by drafting and signing players that fit their profile. “Obviously, they have to have a certain level of skill and they have to understand what their role is going to be when they walk into the building and that we’re going to rely on each other,” Caserio said. “It’s not going to be about one player. “DeMeco has said that multiple times. We both have said that multiple times. In the end, our goal is to put the best team out there that we possibly can.” … Caserio said it was Stroud’s “consistency, dependability, reliability, and his willingness to work on his game and improve” that impressed him most. “I think those are some things that you look at the arc of the year you saw that kind of gradual improvement,” Caserio said. “It’s a credit to him, a credit to the coaches who work with him on a day-to-day basis.” “Everything he has received, he has earned. And it’s fun being around him.”
