I'm not sure if 9/11 is a good example. Clinton aides testified that they warned the Bush admin repeatedly about Al Qaeda during the transition. Trump issued an order to withdraw all troops before leaving office. He rescinded the order (apparently after the military pushed back). If you really want to find blame for the Afghan withdrawal, there is plenty to go around, all the way back to the start of the war (Bush Jr) through the current admin. For me, the biggest (and old) lesson is stop nation-building. We suck at it.
