I just realized I did this wrong. I shouldn't subtract the Federal aid that goes to Texas, it should just go to 0. My sources are probably crap anyway, but I don't think it would be a problem for Texas to fund it's government.
You wouldn't need a blockade on the TX coastline. If TX were to secede they would no longer be able to automatically move goods and services to other parts of the US or would they automatically be part of US trade agreements. The rest of the US could just cripple TX economically by hampering trade and also putting in travel requirements. For example if you wanted to go to see the Texans playing the Titans in Nashville would need to get a passport and a visa. Texas beef could face a protectionist tariff to protect cattle producers in OK and KS. If you lived in Texarkana or El Paso you would find you couldn't just go shopping or even commute into Arkansas or NM without a visa or at least border checks. The independent Republic of TX would also have to enter into negotiations with a lot of other countries starting with Mexico to be able to trade and travel. US allies and trading partners who wanted to keep in good with the US might not be so eager to agree to those or even recognize the government. I'm guessing countries who aren't on the best of terms with the US like Russia, Iran and NK would probably be happy to recognize a state seceding from the US. The PRC would love it to to stick it to the US regarding Taiwan.

If I were Biden, I'd shut down Dyess, Cavazos, and Bliss permanently, effective immediately. Begin pulling NASA, Boeing, LM, Raytheon, BAE, etc... out of the state. If you act like a threat to national security, you should be treated like a threat to national security.
You may want to pack the car up and head for Oklahoma because Governor Abbott is hot on your tracks. Plus I am thinking Texas isn't going to be a good place to be when the federal roads are closed and Mexico attacks from the Southern border.
Exports of oil and liquefied natural gas will grease a lot of wheels on foreign trade. I think the Texas economy would shrink, but not collapse. We'd be a viable state. That said, the Americans should come and kick the living crap out of us if we tried it. And I don't doubt they could.
From a national security perspective (from the Republic of Texas side) leaving the Union would be signing a death warrant, and would be making Texas extremely vulnerable from being annexed by Mexico. Texas was once Mexico. Texas would be a sitting duck if Mexico ever decided to mobilize and move its army north. 19,000 Texas national guard vs. 250K+ in the Mexico army plus the thousand others in cartel cutouts that could attack in sleeper cells. If Texas ever did declare war on the in order to secede (it's bound by law to the US so it would have to be in open rebellion & go to war) hundreds of thousands of Texans would flee the state in order to avoid being drafted in Abbotts army. Texas would be obliterated, and would be part of Mexico again at some point. This MAGA fever dream IS NOT GOING TO HAPPEN.
This is all very hypothetical. But, I don't think a Mexican invasion is all that likely. First off, because Mexico isn't really a warmongering state. But also because the hypothetical Texas army would be much more robust than just the national guard. Many US soldiers could defect to join Texas' defense. Those soldiers are well-trained too, and could also seize sophisticated military assets located in Texas. US has 1.3 million voluntary soldiers. Texas is a tenth the size, so we can probably easily muster 130k soldiers. Israel has 2% of its population in active duty. If Texas was under existential threat, I'm sure they can manage 2%, which is 600,000 soldiers. Mexico has a legit claim on Texas, but I'm not sure they want it that bad.
It's a hypothetical to make a point. Texas has no idea what kind of country Mexico will be in 40 years, and they'll always have historical claim to Texas they could propagate very much like Putin used to lay claim to Ukraine. It's just not a situation a state that resides in the most prosperous and power country in the world SHOULD ever want to entertain.
