October 7 was essentially Hamas' "Hail Mary" to reignite the "Palestinian cause" among Arab countries. They saw Israel normalizing relations with the UAE, Morocco, Bahrain, etc. and knew that what had once been an animating issue among Arab nations was losing its appeal. Money talks - the very existence of Dubai, Expo 2024 and the 2022 World Cup showed that wealthy Arab nations were elbowing their way onto the global stage and that meant normalizing relations with Israel. After all, the Israelis have money and they all want investment. The "Palestinian cause" had lost salience among Arab populations that weren't alive to remember the wars of the 1960s. Like a lot of cultural issues in the US, it had become a cudgel for more conservative factions to wield against modernizing on the West's terms. The big fish looming over Israeli/Arab relations is Saudi Arabia. There were rumors that, prior to October 7, Saudi Arabia and Israel were discussing normalization. This war has forced KSA back into a wait-and-see posture with Israel as it demands Palestinian statehood in exchange for normalization. I don't know whether that was on the table before October 7, but the Saudis certainly believe it has to be now. In regards to whether or not all of this would've happened if Donald Trump were president, that seems like a fool's errand. Trumpism demands incompatible things: isolationism, but international swagger. MAGA wants an inward focus while pretending that the world will still get in line behind our demands as we retreat from it. That's nonsensical.
