They will probably make up the money. But, overdraft fees prey particularly on low-income, vulnerable customers. So if they switch their pricing strategy to take revenues from a less vulnerable class of customers and in a more honest way, I would consider that a regulatory win.
I believe this has already been resolved. I don't think responsible bank account holders should bear any responsibility for those who can't manage money. If the consumer wishes to use a bank as a line of credit, then they should be responsible for the fees. Banks are way too big to allow it to fail, but not too big to regulate. Strange argument there. If banks cannot thrive without resorting to predatory fees targeting vulnerable customers, perhaps they shouldn't be in the business of being too big to fail.

Responsible bank account holders aren't bearing the responsibility for others who can't manage money. They pay the bank the price for their services at the intersection of supply and demand. If a bank tried to cost-shift, those responsible account holders would go to another bank. That's the free market. As for the consumers facing bank fees, they still face them -- they're just much lower now. Banks might react in a variety of ways to having a rule on overdraft fees. Maybe they don't market to or accept as many lower-income customers. Maybe they refuse transactions where an overdraft would occur. Maybe they market a credit product alongside their checking accounts. Whatever they do, that vulnerable customer isn't a free rider -- he still has to face the consequence of how his banking service will change because of this rule.
