What you naively miss is that the deep state operates independently of the President. They are unelected, unaccountable bureaucrats who will do anything to retain power. He had the full control and power to appoint ANYONE he wanted Imagine as a CEO of a fortune 500 companies if you had to endure an emergency that your employees missed only for you to be able to blame it on the "deep state."
