Remember, state compact theory is not the worst legal theory out there, but it's historically wrong, and generally used to support a state's argument when it doesn't like what the national government is doing. https://founders.archives.gov/documents/Hamilton/01-05-02-0012-0086 Now, I think there is a distinction that should be made for an agreed upon separation after a deliberative debate between the parties. New England had a short period of wanting to withdraw from the US, but it was a negotiation with the USA. When the Confederate States seceeded, it was done one-by-one starting with South Carolina, unilaterally. It was completely illegal (according to Lincoln) and to be real, it was just poor sportsmanship to their own poor decisions trying to defend an immoral system. Democrats dominated the government, but internal bickering lead to the party splitting in two, leading to Lincoln. Secession was simply Southern states not liking election results. And if you can leave after losing an election, then the Constitution has not power at all. So Texas, unilaterally, cannot legally leave. It also states in the beginning of the Texas Constitution that ours is subordinate to the US Constitution.
