Sure. They can't actually get their policy preferences thru the Senate and Oval Office, so their job is to play defense and kill Democratic overreaches. But, when you pair their legislative inaction with their inability to agree on a Speaker, their threats to shut down the government, and their efforts to invent a retaliatory impeachment of Joe Biden out of whole cloth, it really can get some stickiness with voters.

This fits nicely right in here. More foreign leaders need to step up.

The only things they can actually do are pass bills that they can message on, even though the bill will never get a vote in the Senate (like H.R. 2), and refuse to go along with approving budgets unless they get the concessions they want. The big issue is not carrying through on their threats to shut down the government. If you give an ultimatum, then back down from it, you just look ineffectual and stupid.

They can do much more than that, but with rare exceptions, the only thing they do is political messaging. It's no way to run a country, but it is the way they operate. I'm surprised they even have a 20% approval rating. It should be under 10%

Those are the things they can do that their constituents actually want them to do. Of course they can just pass what Democrats want, but that isn't why they were elected.

Not really their constituents. It’s mostly primary voters within their party.

Culture wars is all the GOP has to distract people from how horrible it is for the American people.

The GOP wants to keep the populace stupid, control women's bodies, stop blacks from voting, and stay in power a a minority, that is all they got.
