Yes, they have different policy priorities than Democrats. Still terrible, but differently terrible. I'm assuming nothing of the sort. If they don't pass new spending, there is no new discretionary spending. It doesn't carry over from what was passed before. The revenue keeps coming in as taxes are still collected, fees are still charged, payments are still received, etc. As to the debt ceiling, they can allocate in which order things are paid, prioritizing debt service first. As spending items expire, that becomes less of an issue. The IRS would become largely unnecessary as the federal government was radically reduced. The economy would bounce back from government spending going away as people would soon have more money in their pocket to drive the economy through free trade. The economy was booming in the late 19th and early 20th century when government spending and taxation were miniscule compared to what they are today. Private enterprise drove the economy. Even today, you can look at markets in illegal goods in the United States and see that business is booming without any regulatory oversight (beyond trying to arrest everyone) or government spending. There is a thriving market in fentanyl, for example. My goal is to reduce the federal government to what it was initially supposed to be, a defender of the homeland and arbiter of disputes between the states.
