NPR interviewed a senior women in Mossad about the intelligence failures that allowed this to take place. Her response was a bit enlightening. She said the threat of Hezbollah in Lebanon is much higher compared to Palestine, and that there is only so much signals intelligence that can be obtained and processed. She says when Israel has to contend with threats from Yemen as well it makes it very challenging. She also commented that while they are not really comparable, the Hamas attacks are more devastating to Israelis than a 9/11 attack, because Hamas has not stopped whereas 9/11 was one event.
