Yes. Western European nations have multiple generation of adults who have the same feeling of safety in their airspace as Americans as WW2 is like two generations removed now. You've head of what NATO is right? If you are a citizen of a NATO country you are more than likely never waking up and worrying about the sky dropping bombs on you. It's not a thing on your mind. This applies to any country with nuclear arms also. Hence why Iran wants one so bad. I've been to Afghanistan. They don't have the same views on collateral damage.
