I'm not a military person on precision and accuracy, but you do what you can to minimize collateral damage. Your efforts and statements in trying to abide by international law do count. Your lack of effort to do so also counts. It's part of your reputation and Israel doesn't have a great reputation in trying to avoid civilian casualties. Incidents like this, in the fog of war, where you might never get to the truth, is when your reputation counts.
