Even in 1926 when the British were formally naming the area, the Europeans wanted to call it Palestine, the Arabs wanted to call it southern Syria, and the Jews wanted to call it the land of Israel. As a compromise, the British called it Palestine but with the Hebrew initials for land of Israel in parentheses. In 1948, Israel declared independence. So it was Palestine (Land of Israel) for 22 years while under the control of the British.

Hamas could identify the government//military from civilians - and chose to target the civilians. Identifying Hamas from Palestinians isn't as easy. If Palestinians want to distance themselves from Hamas, march those responsible to the boarder and turn them over. Won't happen obviously so yeah - there were will a lot of civilians killed.
