When there is a conventional military force vs non conventional you come up with these ironic situations where people like you have their heads spinning on basic logic where the entity you claim that is trying to minimize civilian deaths are much more efficient at causing civilian deaths than the side that allegedly is maximizing civilian deaths.

Yes, some people will always be mad, bitter and want revenge. The problem is letting those people control the path forward. Giving folks a new hope for a better future with a very visible path forward is the best way, but neither side is willing to do what it would take.
The difference is the sterile hands free nature of the former. Again show me a time when a non-conventional force that doesn't have their own nation-state and standing military didn't commit attacks on civilians? Kurdish resistance? Nope plenty of example of them attacking civilian targets in the past. The ANC? Nope. IRA? Nope.
This is my point. Both sides can point out pain and grievances. Both sides will answer violence with violence. It is the textbook cycle of violence. Israel isnt going anywhere but neither are the Palestinians. Much of the World already supports Israel in their quest for security but much of the World won't sit by if Israel tries to wipe out the Palestinians. The only chance is that there are moral leaders like Rabin. I'm very pessimistic though that we will every see a leader like that again among either side.

They could start by making laws apply equally, stop taking and settling more land, draw up plans to give Palestinians a state with with access to water and resources enough for them to be self-sustaining. Let settlers know there won't be new settlements and some established ones may no longer be under Israeli control.

What's sad is now would be a bad time tactically to do these things as it suggests that the terrorism worked. If Israeli leadership were sincere about peace they would have provided these compromises months ago because there was a long period of relativity calmness and lack of terror attacks where Israel could be like "okay you peasants are behaving a bit better, we'll give you access to your own water". Israel doesn't reward for good behavior and only punishes for bad behavior.
And you'll continuously find teenage boys in Gaza joining Hamas because they see them as the only ones providing them medical care after being a victim of ordanance drops. One side has more agency. It's the side with the modern military force backed by the world's largest power.
