Yes barriers affect shipping and by definition cross border traffic. Those are the Federal governments jurisdiction. That would be like me building a speed bump in the street outside my house. It’s not a regulation but it does actually regulate traffic. I have no legal ability to do it and the city is obligated to remove it as an unlawful traffic control.
If the Biden admin is really going to do that I think it’s a bad idea and whether Democrats or Republicans are doing it relying on a wall for border control is throwing good money after bad.
It could be this was part of negotiations with Congressional Republicans as Demothave previously offered wall funding in exchange for things like action in DACA. It could also be that the Biden Admin. Is feeling the political heat and is willing to take this step as a means of dealing with it.
The best part about the Biden administration is continuing on with Trumps plans. Biden followed through on Trumps exit plan in Afganistan, even killing a bunch of innocent people on the way out the door, true to the spirt of Bush and Obama. Now he is building the wall. I won't be surprised to see Biden claim Mexico will pay for it. Biden and administration are very reactionary.
I don’t see how sticking to the withdrawal from Afghanistan was reactionary. If anything it was him sticking to something regardless of the exigency of the moment. Besides that most of what the Biden Admin has done has been pretty focused. He campaigned on getting infrastructure, bringing back US manufacturing back and he did. A year ago he even gave a speech on democracy that many including Democrats thought was a bad idea.

Except the barriers weren't blocking a road, they were blocking areas that didn't have designated entry points. Instead of a speedbump in the road in front of your house, this would be a speedbump in the greenbelt that didn't allow cars. Sure, some people might illegally drive through it, but it isn't meant for traffic and putting a speedbump there isn't illegal traffic control. The city could sue you to remove it, because you built something on public land, but they aren't required to do so and might prefer that deterrent to people illegally driving on the greenbelt.
The law. I think the Biden administration was going to lose in court. Congress approved funding to build some parts of a wall. I don't think the Biden administration could successfully argue that using that money on roads and cameras count. Just skimmed the article and that seems to be the case - Congress passes a new law so you have to execute it.
