Is there any detail on this story? Raise taxes by how much for what income brackets exactly? They mention the tax liability percentage for the top percentile earners but don't contrast it with the overall income percentage for those percentiles, that detail is huge when trying to determine if a tax is just.

It's purely semantics, whether it's "rich" or not doesn't matter when determining if a tax raise is warranted for that income bracket. Income isn't a lone way to determine "rich" either, a 250k income with a 10+ million dollar net worth is "rich" IMO, a working couple with kids making 250k with a net worth of 100k is a working-class/middle-class situation and a thousand miles from being "rich" IMO. But again, the semantics here hardly matter and the wording is just tinder to light an emotional/political fire. Whether a certain income bracket deserves a tax adjustment is mostly a math problem.
