Yeah...that's not exactly what he said. Since you're not into (or possibly able) reading, their constitution prevents elections while under martial law. He's willing to hold elections in 2024 (as would normally be scheduled) but they need to come up with a way to make sure there's actual participation (I know, not something you repubs are in agreement with). He's willing to sign off on a law change to allow elections. Yes, he did ask that the US and Europe help with the cost and help provide monitors. In peace time, it costs them approx $135 million.
