Biden and Secretary of Defense Austin have already proclaimed Russia has lost since they did not take over Kiev. If they just stick with that refrain which I suspect will get stronger they can proclaim US and perhaps even Ukraian victory and encourage Ukraine to negotiate a settlement. Too bad the settlement will most likely not be better than what was almost agreed to at Minsk II and about a month into the war. The longer the war goes on the more Ukrainian lives and territory will be lost.
