Your quote shows that Pelosi wasn’t determined to impeach Trump from the get go. Investigations aren’t the same impeachment otherwise then you could say that the GOP Congress was determined to Impeach Obama because they were investigating his Administration from the when they took the majority.
Also to note that even Durham acknowledged that whatever the Hillary Clinton campaign might’ve given to the Doj wasn’t the reason for the FISA warrants on Trump. And people seem to forget that the DOJ was also openly investigating Hillary Clinton as the same time.
