That's a really good question. My first naive guess is, yes, an amendment. So... we would need a bunch of 80-year-olds to draft amendment language on writing themselves out of their work, and then we would have to get 75% of 80-year-olds at the state legislature level to pass it state by state. Sounds pretty likely.
Exactly. Biden is a million times less attractive as a candidate than Obama - but policy wise (partially bc of lessons learned in the Obama era) he is simply delivering over and over again in real ways in a way thst the Obama administration simply didn't. Some of that - maybe all of it, is just circumstances - but it's true.
Biden just transformed higher education with a stroke of his pen with his new IDR plan which will cost over 350 billion dollars and nobody even cares or talks about it. Its just so fascinating how much progressive stuff biden can get away with because everything assumes hes a boring old white man who wont do crazy things. Obama also never cultivated good relationships with many Democrats in Congress and relied on Joe Biden to get the ACA passed. This is where Biden has really been good. He knows the Senate. He knows how to work Senators and how to work the rules. This r reminds me of the saying that history doesn’t repeat but it does rhyme. The Democrats had a young charismatic president in JFK who gave great speeches but legislatively didn’t get much done. Then they had an old insider who knew the Senate and got a lot done even though many personally didn’t like him or find him inspiring.
