No one of those players would cost a great deal, but all those players total a great deal. The farm is still recovering from lost picks from the cheating penalty. I'm leaning on acquiring one BOR starter. His innings would total more than 2 relievers per rotation turn and might cost less. The chain reaction throughout the bullpen (and increased rest for Javier) would be exactly what the team needs. Martinez needs to pitch more.
Not as big of a deal facing a lefty... and Framber's mental fragility to excellence ratio still something to monitor. At some point, Alvarez will play the field and I would expect that point to be Framber starts at MMP.

I just don’t see the point in protecting a sub .700 OPS when we have much better hitters that need to bat more often than Peña.

I'm guessing he's not messing with Tucker? His numbers have been pretty freakin amazing since Yordan went out and he started batting higher up... but we know he can bat anywhere (as can Yordan for that matter).
