Police have very little to do in small towns. They are overwhelmed and endangered in urban areas. Draw your own conclusions. Crime stats don't lie.
Tell me you've never been to a small town without telling me. Small town cops are assholes. Small towns all have the same issues: drug and alcohol abuse, high school drop outs, teenage pregnancies, and jobs that are in Amazon warehouses miles away. And maybe a well-stocked Walmart. But the small towns are mostly white so it doesn't get the same air time as the same problems inner city blacks have.
There was plenty of crime in San Leon. Towns don’t always have police departments, and Galveston county only had the resources to either be reactive or to sit on broadway trying to catch drunk drivers.

Not entirely, fear sells, and fear of others (black or hispanics) is an easy sell to whites (and blacks and hispanics) in the suburbs. I think the real blame falls on there is no real media in small towns to cover this. No one cares about poor small towns. It's why East Palestine was not covered.
