Can definitely agree it was arrogant. There was a time in the 90s where we could have tried to bring Russia into the West or pick off the Warsaw Pact countries and leave Russia out in the cold. We chose the latter and made Putin's career. Biden was part of all that. Should we feel bad about that though? Did we choose wrongly? I don't think we can know. There was arguably risk that trying to bring Russia along risked a reversal where we would lose both Russia and Eastern Europe, and that maybe we'd be safer just picking off Eastern Europe. So sure this war is the chickens coming home to roost, but I don't know it is worse than the alternative.
We included Russia in the G8 in 1998. We included them in the IMF in 1992. They joined the WTO in 2011. They've always been apart of the UN. We tried to get Russia re-integrated on the international scene after the fall of the Soviet Union during the 1990s. Putin took over as Russian President in 1999, grew the country will oil and gas revenues during the 2000s, and after several small successful campaigns in Chechnya, Georgia, and Ukraine, and deciding he would be president for the rest of his life, he decided that Ukraine no longer was allowed to exist. That decision was not because of the action's of the US, UK, France, Germany, China, or any other major nation. Russia got locked out when it chose to invade.
