Because they definitely don't do that the other 364 days of the year, as that would be annoying, counterproductive, and also make us worried for those who spend so much time doing so, as that could be an indication of troubles in their real life. So, since such activity isn't a literal everyday occurrence, we will all lovingly accept it and even celebrate it for just this one day.
