Shiogu and Gerasimov planned to not renew that contract but instead absorb the Wagner troops into the Russian military. This had been known for months. Shiogu has his own PMC that's involved in the Ukraine invasion too. Prigozian doesn't have the power or influence to take over and run the Kremlin. He needs Putin there to write his cheques and to not have everything he owns taken away from him. Putin needs Wagner for his African diplomacy efforts. Several African leaders are keepinfg themselves in power and battling insurgents like ISIS with Putin/Russia supplied Wagner troops. These African nations pay for Wagner's services through their natural resources like mining. Putin is very reliant on these African mines right now because of sanctions. These mines are apparently providing him a workaround.
She could be useful to the Ukraine government's Western PR. The destruction of the dam caused a massive ecological and economic disaster for Ukraine. The West had some outrage, but it probably wasn't equal to how big a disaster it really was. Thunberg can be a good spokesman for raising awareness of what an atrocity Russia committed in blowing up that dam.

Wars of attrition are usually double edged. We don't want Ukrainian resistance to collapse but we don't want to directly hit Russia either for various reasons. On the surface, it looks to be a very cruel and amoral strategy from Washington though I'm not sure there are ever right answers with nuclear weapons in play.
