    Don't be ridiculous. Aside from my day job, my wife and I own a small business. My father did too. Entrepreneurship is great. But, you need a business plan that can be profitable and support the entire cost of your enterprise without foisting hidden costs of your endeavors onto others. If you can't be profitable while actually paying your own expenses, your business isn't good enough. That's not hating on entrepreneurship -- that's embracing the reality that when you go into business for yourself you're braving the discipline required by the free market.

    So your business plan should include provisions for ridiculous significant new financial burdens introduced by government for ideological reasons?

    Your business plan should at least contemplate the regulatory risks you face. They already face health inspections which can result in sudden capital costs if you get written up (I suppose food-born illness is another hidden cost you don't think should be the responsibility of the restaurateur?). You should be reserving enough from your profits to reinvest in your business' PP&E. If your margins have be so thin for years that putting a filter on your chimney was going to knock you out entirely, then any one of a number of risks could have just as easily killed it and it was probably just a matter of time before you close your doors anyway. If they made it through Covid lockdowns, they can probably make it through this.

    But you mischaracterize the regulation anyway. It's been explained in this thread already, so obviously you're not concerned with the facts of the case. But this is a rule about local soot pollution, not about climate change. It's not ideological (if you think mitigating climate change is 'ideological'), they want a cleaner city. And it's not like it came without warning. They already required any new system to be filtered in 2016. All the businesses with pre-existing ovens have known about this issue for six years at least. If you can't be ready for new regulation in 6 years, you're never going to be ready.
