I think the people who take an experimental submersible to see the Titanic assume the risk of failure. I don't have any problem with the US military spending no money or effort rescuing ANYONE at see, let alone people in an experimental private submarine. I certainly didn't support government bailouts. You are projecting your statist values onto me. Is there any evidence that the people in the sub are Libertarian? Is there any evidence that the VCs asking for bailouts were libertarian? I know there was the recent bank bailout of Silicon Valley Bank, but they hardly seemed libertarian. If anything, they were the most progressive bank around.

Under the Law of the Sea the US is legally required to rescue someone who is trouble while at sea. Leaving aside legal and humanitarian obligations there are good reasons for the US to provide rescue and protection for people at sea. The US economy does rely a lot on trade and making sure that can happen safely and unimpeded is in the national interests. The original purpose of having a blue water Navy was to protect US shipping from being blockaded by the British or other powers. One of the first actions of the USMC was against the Barbary Pirates to protect US commercial interests. Threats to shipping are both man made and natural so the Navy also has a duty rescue and protect people from threats that aren't purely military.
