You really think the fear is higher in the USA that other places? Interesting, I have always found the fear to be similar when I have traveled to a lot of Asian countries and Western European countries. In African and South American countries I did not note much fear. I will note that American police are the most scared group of police I have ever seen. There are some in South America that are fearful as well.

people go out of their way to try and create a defense for certain actions or try and make things seem reasonable can’t have someone in a chokehold for 15 minutes and then be like “oops, I didn’t mean to kill them” or “my bad, I wasn’t trained in how to choke someone out so they died”…as if the survival rate for someone being in a chokehold that long is high or death resulting from that isn’t the most likely outcome

That depends on which Asian countries you go to. Fear of homeless and mentally ill on public transit is much greater in the US than in countries like Japan, Singapore, PRC or Hong Kong. The Tokyo subway is famous for its perverts but that still doesn’t mean there is much fear. I didn’t notice much fear in countries like the Netherlands, Italy or Ireland even though a saw an Irish LeO get assaulted by a drunk. There is fear of petty crime and was warned of pickpockets on the trains from the airport in Amsterdam and on public transit in in Rome. I’ve had conversations with LEO in other countries and there is something to that. I Belfast when I was there they had LEO as heavily armed as in the US because of the legacy of the Troubles but they were a lot friendlier and way more relaxed. I spoke to an officer who said he had done some joint trainings with US LEO and felt that the Americans were far more aggressive and fearful than his officers. He even said he didn’t agree with the American tactics.
I don’t when you were in HK but they do carry guns now. HK LEO are more in edge lately because of the protests.
I argued that Zimmerman should’ve been found convicted for manslaughter. The argument there was he was getting his ass kicked so badly that he was in fear for his life.

Regular traffic police aren’t armed but many of the others are armed especially around Tiananmen. There are also a lot of plainclothes and undercover LEO all around Beijing.
I’ve yet to see the whole video of the 15 minutes but from what I’m hearing it’s not clear whether he was choking him the whole time. A lot of reports say they were struggling so the chokehold might not have been on until near the end. A choke to unconsciousness can happen very fast in some cases without the person realizing it. I once passed someone out and when they came too they weren’t even aware they had been choked out. The period from unconsciousness to death isn’t a set time but certainly cutting off blood to the brain for more than a minute most likely would result in death or severe brain damage. The other issue is depending on the health of the person that could be faster. It’s possible that Penny didn’t realize how long he had the choke on or what condition Neely was in. The point about training is that Marines are trained to kill and unless he was also doing Judo or Jujitsu he unlikely would be using this technique much as such he wouldn’t be as familiar with the how long it could be put on. Also this doesn’t say that Penny shouldn’t be charged or found guilty but it is the difference between murder and manslaughter. To me the key question is was Neely actually physically assaulting Penny or other passengers.
