I just want to hand it to the Rays. You could make an argument that are 1a/1b/1c with the Astros/Braves in regards to Organizational development. The absolute crap thing is that the city doesn't deserve them. Horrible attendance. Build them a stadium on the outskirts of San Antonio towards Austin. They would sell out all the time.
Being pedantic, but I'd probably put them ahead of the Astros and Braves and on par with the Dodgers. Astros and Braves are both good at farm development and occasionally pluck a stud out of the pack of obscure ML players, but both TB and LAD do that latter on a regular basis on top of great farm development. I'm a baseball mega fan and the number of times I mutter "who the f* is that guy" with the dodgers and rays is far too often.
