I don't think that's what the consensus upside is though? I agree, he's not a "new style QB." He's a pocket passer with mobility to extend some plays, but he's not a rushing QB. His upside though is you believe he has high end arm talent that can make throws to all three levels with elite accuracy, elite footwork and decision making. If that's who he is, that's not Kirk Cousins or Goff.
That is literally his comps on almost every site. Elite decision making is a falsehood or wishful thinking at minimum. His high side is Cousins or Goff

You don't believe in him which is fine. I'm not saying I do either, but some of the things you are saying about him being the scouting report just aren't true. Even the Goff comparison from Lance on NFL.com says he's the most accurate passer, goes through his reads, etc.

Stroud is nowhere close to Herbert as an athlete or anything physically. That’s a ridiculous comp and whoever said that should be fired. Burrow has a lot more wiggle than Stroud. Geno? They’re just being lazy comparing him to another black QB. The closest comp physically is Jacoby Brissett and Goff
No, every reputable site has him as Goff type QB. And I’m not saying he isn’t accurate, I’m saying he has thrown to wide open receivers and crumbles under pressure. There aren’t many progressions in Ohio St offense
