My theory would be that he didn't want to actually suffer the indignity of the handcuffs, the perp walk, and the mug shot and he negotiated his way out of them, but he floated the idea that he did want those things so that maga voters could be indignant about him being denied them. Stupid meme about nations that have political leaders arrested. It has happened in Israel, France, Italy, England, and plenty of other stable democracies. Holding the most powerful accountable with the rule of law is a strength of a good democracy not a weakness of it.
