There's all types of problems here. Nobody really knows how many federal laws/regulations there are to violate... estimates put it in the hundreds of thousands. If you're really motivated, you could find a way to charge anyone in the country with something.

Clinton campaign was fined for campaign finance violations regarding the Steele dossier as well.... I suspect if a prosecutor wanted to find some criminal charges in these situations, they probably could.
