on a call this week, someone referred to African American Blacks...which is a formulation I had not heard before. are we distinguishing between African Americans who are not black, or blacks who are from somewhere other than Africa? or Africans who are black, but are not Americans? to whom do we CTC?

For the phrase "African American Blacks", in English "African American" is the adjective and it is qualifying the noun "Blacks". Not the other way around. Of course, if the noun is "Blacks" then it's referring to people who are black (not Musk, not you, not me).
African American refers to Black people who have a direct through line to having a direct ancestor being a American slave. Ant Africans that immigrated after are labeled as any other type of American that immigrated by saying the name of their country of origin first like "Nigerian American". In Elon's case that would be "South African American". But you probably already knew that and are just trolling
Well, there’s that too. But it’s sort of to the side of the original question: What does “African American Black” mean? Whether we treat a white person who didn’t descend from enslaved Africans as “African American” or not, the “African American Black” is very clearly not referring to them.
I brought this up earlier that there were laws in the 19th Century that limited the rights of Chinese. There was essentially segregation and legalized discrimination against Chinese and other Asians. Most Chinese including my family came here almost a century after those laws were repealed and Asian American success is largely based on immigrants like my family. That doesnt mean that all Asians are doing well and one of the oddities of Asian Americans is they the older communities actually have more endemic poverty than the newer ones. In SF, Oakland, NYC and etc. there are still Pockets of poverty among Asians who did suffer from discrimination. While many Asians who’s families were here from the days of legalized segregation against them have done better by largely integrating including intermarrying with other races an argument can be made that they too were denied the opportunity to build up generational wealth. On that basis there is as much a valid argument that descendants of Asian immigrants who came here in the 19th and early 20th Century should be able To get reparations from the state of California. I would say that doing so though could lead to as many problems or more than we are with the descendants of African American slaves. I frequently argue the importance of history and that we need to learn and acknowledge history. That said trying to address and undue the wrongs of history though can be very problematic. History was rife with exploitation and abuse of all sorts of people but also people and countries change. Given how much time has passed and how much things have changed in this country even in just the last few decades since civil rights addressing history through reparations is fraught with problems.
what about a recent immigrant from the Ivory Coast? are they not African American Black, yet not descended from slaves (at least in this country), nor were they present during the civil rights era. still qualify for reparations?
That’s a fair question, but in common usage “African American” is referring to people who are descended from African slaves in this country. If we’re considering government reparations for slavery, we should limit it to those descendants, I think.
if the harm from racism is systemic, shouldn't its effects be visible in all members of a discriminated against population?
