I don’t think Cook’s cap space is a concern this year so if we trade for a starter than will hurt our cap space next year then it’s something to take into account. I think the Texans end up trading him for a draft pick, but we really need a center and more LB help, so if I’m trading for a player that’s where I would look. If you keep him we save all his cap space next year and get a compensatory pick if he signs somewhere else.

I don't disagree but to my understanding the 2024 Hopkins year isn't guaranteed so it's like a club option. You can get a starting center in 2nd or 3rd round easy enough...
Just a thought I would do... To Texans: Tee Higgins To Bengals: Cooks + 33 Similar to Harden deal... Texans get up and coming player about to get paid. Bengals get immediate stop gap in Cooks (kevin martin) as a #2 to replace Higgins. Then Bengals can use 33 (raptors pick) on wr long term replacement or rb for Mixon or just best player available. I can't imagine Higgins is going to get paid when they have Burrow and Chase deals coming... Higgins would have to agree to long term deal... him and Nico could give is a nice red zone look with 2 wr 6'3" or taller. We could take wr at 33 but better than 50/50 they are a bust. We can afford to pay Higgins not having a big qb contract on the books.

Cincy isn't moving Higgins. They're going to pay both of them until the season after they re-sign Burrow.
That's basically this season meaning they get nothing for him. Burrow has a 5th year option for triple the money but these guys don't like those. Guys like Burrow want the big money after year 4. He could hold out and pout or do what Lamar is doing. Chase is the year behind him. Basically there is a big contract coming each of the next 3 offseasons unless Chase is happy playing on a 5th year option. I know what they said and they may be able to work it out going cheap in other places. I'm skeptical Higgins isn't going to want #1 money. I'm also aware if you do plan to move him it makes sense to deny it to give leverage in trade negotiations. If it goes public there's pressure to make it happen. I'm skeptical they will want to pay Higgins, Burrow, and Chase. That's probably 95 million for 3 players in 2-3 years...
With his shoulder situation, I don't they can sign him until he can pass a physical. It's possible they put a tentative deal together but will wait til he can pass a physical before officially signing him.
