Where does this make any reference to people as opposed to governments? Nowhere do I mention Germans, Japanese, Kuwaitis, Bosnians, or South Koreans (ie, the people). Each was a reference to the country itself.
Depends on context. If I say "the US should send jets to Ukraine", I'm referring to the government and not the people. I can't help you much if you don't understand basic English and context and can't follow a conversation. That seems very much like a you problem, so I'll exit the conversation and let you go on being confused.
Within the very narrow and specific conditions in the city (town) of Bakhmut, where they've been beating the everloving crap out of each other for the last month or two, that number probably holds reasonably true. But only in those very specific, very narrow conditions. And only because Russia is stubborn enough to throw nearly unlimited bodies at the problem, instead of going around it or something.

Secondly, it is uncertain who will assist in the rebuilding of Ukraine once the war ends, although the US is likely to be involved. European countries, China, and even Russia may also participate in the rebuilding process. It is premature to make assumptions at this time. It is impossible to predict the future path of an independent and self-governing country. Ukraine will make its own decisions, and there are multiple variables at play that may or may not make your statement true. For instance, Russia could transform into a democracy, similar to the European model, or Ukraine could lose the war, and Russia may take control of its government and "force" it to be pro-Russian. What is evident is that Ukraine is unlikely to become pro-Putin by choice, given the damage done to its country and their people by Russia under Putin control.
I doubt China sees Russia as a winner in all of this and their real intention is to essentially absorb Russia under their sphere of influence after a collapse. The more in debt to China they are the better Xi sees this for them. They’ll do just enough to help the regime survive on their last leg, but not enough to seriously help Putin take Ukraine for good. Putin has to be skeptical of Xi’s support for many reasons and so the fact that he would take him up on it is a huge sign of desperation.

Speaking at the Munich Security Conference, Harris said the international community has both a moral and a strategic interest in pursuing those crimes, pointing to a danger of other authoritarian governments taking advantage if international rules are undermined. “Russian forces have pursued a widespread and systemic attack against a civilian population — gruesome acts of murder, torture, rape, and deportation,” Harris said. She also cited “execution-style killings, beatings, and electrocution.” The Biden administration formally determined last March that Russian troops had committed war crimes in Ukraine and said it would work with others to prosecute offenders. A determination of crimes against humanity goes a step further, indicating that attacks against civilians are being carried out in a widespread and systematic manner. “In the case of Russia’s actions in Ukraine, we have examined the evidence, we know the legal standards, and there is no doubt,” she said. “These are crimes against humanity.” U.S. Secretary of State Antony Blinken, who also was attending the Munich conference, said in a statement issued as Harris spoke that “we reserve crimes against humanity determinations for the most egregious crimes.”
