    If I was China, I'd just be pumping out thousands of dumb, cheap weather balloons around the world. A significant fraction would end up over the US, and the entire country lose their minds trying to shoot them all down.

    You could spend a few thousand dollars, and watch the USA collectively flip out and spend tens of millions trying to "protect the border".

    That's basically what i was thinking. Imagine if China wanted to return tons of toxic trash to America. Send up a hundred thousand cheap balloons intended to disband over America.
