US Border policy can't make a major dent in how many people cross the border and definitely not in how many people come and try to cross the border. We had record numbers also during the Trump years also and as noted Trump was harsher than Biden. This isn't a matter of enforcement but a matter of supply and demand. As long as there are conditions in these other countries that lead to people willing to risk their lives to come here they will. As long as there is a demand for immigrant labor they will finds way to cross. Like Prohibition, the War on Drugs, or even the 55 MPH speed limit enforcement is going to fail because our current laws are out of touch with the reality of the situation.
