In an ideal world? Illegal. You want every match result to be pure so that the playoff seeding is pure. Not sure I care about the gambling side. In a league of pansy sellouts who can force GMs to trade them and gang up on superteams, i'll allow tanking. It's a way for other teams to find a way back to contention if they can't win the collusion game.
The players on the court are supposed to try to win the game. Tanking happens when management doesn't put the players on the court in a position to win. I.E. the average age of your players is below legal drinking age. If they were literally asking the guys on the court to take a dive, I would agree that's match fixing. They are not however. If they were, there is no way in hell we would be beating teams like the Suns and the Bucks.
