It's funny, because Edrogan describes exactly what he uses Islam for.

 

The economy of Turkey is in serious trouble. Their currency has plummeted in value, which is having a enormous negative impact on the general public. Meanwhile, Erdogan's buddies are making money off the backs of the people, and a lot of the people are getting upset, especially those living in urban areas, the cities and the surrounding suburbs. The main body of support for Erdogan is in the towns and villages of Turkey, the farmers, the working class, and they are hurting as well.

So what do dictators (and that's what Erdogan is, for all practical purposes) do when their rule is in danger? Invent enemies. This is just the latest one for Erdogan. He has others.

 

I think Erdogan has said similar things before and has accused the West of imposing their values on Islam.

Unfortunately there are many in the West who would agree with him.

Elections are coming, Economy, health care system, education, practically everything is as bad as I have seen in my life. He has nothing to talk about in terms of actual politics. The remaining options are arguments along the lines

1- 'we are under a threat(terrorism etc), we should unite and I will lead you through this'
2- 'the west hate you because you are muslim, and I am the strong leader who can stand against them'

and further domestic divisive politics. This is just an attempt to bait an international response, from hopefully some anti-islamist tone. It doesn't carry much weight in domestic politics but of course it triggers violence against lgbt community.

His other hope is to play the weaknesses of the opposition. He doesn't lose anything when he says something like that, but the opposition is a coalition of right and left wing parties, and it causes them trouble. Because they fail to agree on a response, which make them look bad, or they fail to read the tendencies of the public, which is not negative about the lgbt community.
