He's not going out of his way to have government stay at his hotels. Further this isn't just about compensation for use of property, such as getting compensated for miles when driving to a project site for work, but about PROFITING from it. As noted there are policies regarding the per diem compensation for Secrete Service. Trump properties are charging 5 times more than those policies.
