Competence and the ability to represent one's constituents does matter. I would rather have a Senator who didn't agree with me on everything but was able to show a command of the facts and process. In my view that would lead them to rational decisions that are ultimately better for my state. That Walker even made it out of the GOP primaries shows how little such issues matter.
I want lower taxes, less spending, more fossil fuel development, enhanced border enforcement, 2A protection so why would I vote for Warnock over Walker? And setting that rationale aside, the idea that Warnock is some paragon of intellect and ethics compared to Walker is not credible.
Another issue here with Walker is that given his problems with the truth, his bizarre actions like telling that horrible storie about a bull on the campaign trail and his shifting backgrounds should also raise the question of how reliable of a vote he might be. While on the surface he says he will vote for the issues you support given how often he changes his stories and his views how can you trust someone who might just change his mind on a whim because it suits him? Warnock's not perfect but given just this yes I would say he's far better than Walker.
