Honestly the Bulls GM got a lot of praise but apart from signing Demar and drafting Dosunmu none of his moves have panned out so far. Ball and Caruso were good signings in theory but they both got injured, Patrick Williams was a reach and still hasn't done anything and of course the Vucevic trade as you said was pretty dumb AF.
He is still a bust. Dude won't ever been an all-star. He was the 2nd pick in the draft with huge expectations. He's a descent starter and will play in the league for a good amount of time. But he clearly isn't close to being a franchise talent he was touted as.

He was playing great before he got injured. Spearheading the defense while shooting 42% from 3 you gotta be kidding me. That Chicago team featured the likes of Demar Derozan, Vucevic and Zach Lavine that lineup ain't exactly gonna strike terror defensively. But the Bulls were elite defensively all thanks to Lonzo and Caruso.
All Star is just based on popularity in terms of effectiveness on the court I take a healthy Lonzo over some all stars like Dejounte Murray and even Trae Young. Lonzo is a massive plus on both ends of the ball and he is on a relatively cheap deal. If he didn't have these injuries he would probably be a superstar himself in LA the only issue Lonzo had was his shooting right? Everybody crapped on his broke shot but he fixed all that in NO and even added elite perimeter defense. Its just that injuries always destroy his momentum when he is about to take the next step but even with that as long he can play he is a massive asset to any team. Very few players turn out to be franchise talent given there is always a 2nd pick every year does that mean every player who doesn't become a franchise superstar is a bust? Lonzo getting paid 25M but spearheads the team perimeter defense, shoots 42% from 3 and facilitates the offense. He may not have met expectations but he still turned out to be a good player so I doubt you can call him a bust and lump him with Benett, Hasheem Thabeet, Darko etc
