Maybe I’m missing context, but he doesn’t actually say they should be unconditionally released, and I don’t think that’s what he meant. He’s saying a system should be in place that fairly considers many different factors in deciding whether they should be released. He considers the current system of automatic life sentences to be unfair in that respect.
