Read the complaint that I pointed you to. It should answer many of your questions by people more familiar with the situation than you or I.

 

At a minimum...

Trump has filed bankruptcy multiple times and continues to refinance debt as we speak rather than pay it off. Securing those loans under false pretenses is fraud and potentially harms businesses and banks in NY.

Also, just because it worked out doesn't make it ok. Again, Trump has filed bankruptcy multiple times and has in fact been sued multiple times to pay bills. So if these loans worked out because he found the golden goose of grifting by becoming president, it doesn't make it any less wrong that he defrauded those banks to get the money. Yeah, they got paid back in the end, but material fraud isn't forgiven just because it worked.

 

It has to do with the banks caring.
