He is trying to galvanize those voters that are pro-life that otherwise may choose to sit this election out. It is a risky move, he believes he can get enough of the minority (those that favor ban) energized to off set any one that is pro life that will feel extra motivated to vote as a result of this planned vote.

The most I can figure is that Graham figures that Republicans are already tied to the issue so he puts forward a bill that will get the base excited but that he will try to paint the Democrats as extremist. The argument is that Democrats want to allow abortion up to the point of birth while 15 weeks is “reasonable”. Obviously terrible timing and easy to see through.
A lot of conservatives said "oh you silly, overreacting, emotional liberals, it's just a states' rights thing now. If you don't like it you can move to another state." Their inconsistency and bad faith is amazing to behold. Typical republicans
In fairness, MAGA republicans believe all kinds of nonsense, so perhaps Graham thinks all voters are this gullible.
I think it would serve as a good reset to let people choose their own paths, perhaps giving rise to a multi-party system. Of course this is all hypothetical because lobbying is the glue that keeps the two party system intact. If party lines splintered, I think people would still be people and they would take lobbyist money and still do some insider trading, but I think the corporate agenda would be less influential. I'm essentially socially liberal, but fiscally conservative, as I think a majority of Americans are. Perhaps, if parties splintered and money had less of an effect on politicians, you'd see this type of party form. A true, for-the-people party. Of course they'd probably win most elections, and our country is built off electoral competition, so maybe it wouldn't be good. Ultimately, if my scenario were to happen, I think it would only be a matter of time before parties form back again, as it's natural. My hope would be that the reset would be a cause for said politicians to figure out what they really want and not what their party wants. A way to reset corporate greed that literally rules this country like a tyrant - something which is very anti-Founding Father's, but hyper-American, ironically enough.

Is the proposal that 15 weeks in the federal maximum and states would still be allowed to have further restrictions (like Texas with its outright ban, others with 5-week bans)? If it's actually 15 weeks nationwide, I'd find that fair enough as long as it included medical necessity exceptions. I'd take 15 weeks nationwide vs having 20 states outright or 5-week bans. Under 15 weeks is already over 95% of abortions right now.

My guess is that this is a narrative play. Reps in hard right states can appeal to their base. A lot of them will vote against so the party as a whole can take back the narrative that they aren't coming further after abortion if they regain control. That's BS of course, but republican voters aren't too bright. Simply leaning further into this issue with no hope for it passing seems incomprehensibly stupid.
Nah u never compromise with Republicans on this issue. The republican states just gonna enact stricter abortion bans while celebrating that conservatives were able to push through a federal ban on it.
Same, except I would draw the line at 20 weeks, which is when most women/ families have the ultrasound to measure out body characteristics and rule out other anomalies. Of course medical exceptions should always exist. And also, if you do this, like you said, restrict state's rights.

I think states should decide the issue of marriage and states should decide the issue of abortion" - Graham last month on CNN. Do listen to what Republicans said, but don't trust them. Do watch what they do and believe them. If Republicans do get enough power (House, 60+ Senate, Presidency), they will definitely establish a federal abortion ban. But it won't be 15 weeks. It would be at conception. (You can also kiss some of your contraception goodbye). They told us so already today in state that they have unchecked power. Believe them.
